The Baltimore Division is committed to aggressively investigating all alleged civil rights violations in the states of Maryland and Delaware. The FBI as a whole is charged with investigating all allegations of federal civil rights violations which include racial and religious discrimination, color of law/use of excessive force or misconduct by law enforcement officials and others, involuntary servitude and slavery, violence against reproductive health facilities, the Voting Rights Act of 1965, the Civil Rights Act of 1964, the Equal Credit Opportunity Act, and the Civil Rights of Institutionalized Persons Act.
The highest percentage of complaints received by the FBI involve allegations of excessive use of force by law enforcement personnel. These cases most commonly involve allegations of physical abuse that result in injuries or death. The second most typical civil rights violations investigated by the FBI involve hate crimes such as threats against persons or their property because of race, religion, or ethnicity. The most common of these types of investigations generally involve racially motivated physical assaults, homicides, verbal or written threats, or desecration of property.
